What is the pumping and crane all about?

I'm wondering why there is a pump running nearly all the time down at the river on the North side? Is there a project going on or is that little creek on the North side of Cosumnes running dry or what? There was a crane down at the river bank last evening also. Not sure what they were hoisting over there in the bushes but it seemed odd and the workers I saw didn't look like RMA workers.
Anybody know what's up?
Thanks Roger for the call to let me know that the pumping is for Bass Lake and for watering the golf courses. I never noticed that pumping going on before...
