County planner's development guidelines

Here are the development guidelines offered by county Senior Planner Rob Burness as part of the county-facilitated meetings between developers and their opponents:

GUIDING POLICIES FOR RESIDENTIAL DEVELOPMENT
RANCHO MURIETA
DISCUSSION DRAFT

1. The integrity of existing concentration of oaks in groves located within Rancho Murieta shall be preserved and protected. There shall be no net loss of the canopy area.

2. Development shall take place in a manner that will not result in the removal of more than 15% of the oak vegetation.

3. Wooded areas shall be unfenced and kept under common open space area.

4. Oak trees removed or adversely affected by future development, including the construction of streets, utilities, and structures, shall be mitigated by the planting of oak trees in suitable open space areas. Mitigation shall be within the Rancho Murieta community, provided that suitable locations for oak planting are available.

5. Removal of native oaks shall be compensated with native oak species on a one to one ratio with one 15-gallon tree equivalent to one inch dbh (diameter at breast height), one 24-inch box tree equivalent to two inches dbh and one 36-inch box tree equivalent to three inches dbh. No less than 30% of the replacement inches shall be with 36-inch box trees and no less than 60% of the replacement inches shall be with 24 or 36-inch box trees.

6. Grading in terrain with 11-20% slopes shall be limited to the residence, garage and driveway.

7. Grading in terrain with 21-30% slopes shall be limited to the garage and driveway.

8. There shall be no development in areas where average slope exceeds 30%.

9. Archaeological and historical resources identified by the environmental review process and determined to be significant shall be protected.

10. An unpaved path system shall be developed to link Units 1 and 2 with Stonehouse Park, Lake Calero, Lake Chesbro, Lake Clementia and the Cosumnes River. Paths shall be located in common areas at least 75 feet in width.

11. There shall be no development encroachment, grading or filling within 100 feet from the high water mark of any lake.

12. The drafting of a specific zoning ordinance applicable to each development proposal shall be guided and made consistent with the provisions of the above policies.
