CSD letter to county on Murieta Hills and Retreats developments

Here is the text of the Community Services District's letter to the county in response to two Murieta Holdings developments planned for the community:

Subject: Notice of Preparation of a Draft Environmental Impact Report – Residences at Murieta Hills Control No: 01-RZB-SVB-0069, and Retreats Control No: 01-RZB-SVB-SPP-0070

Dear Mr. Yeast:

The District has completed its review of the Notice of Preparation of an
environmental impact report (EIR) on the subject of two projects in Rancho Murieta: The Residences at Murieta Hills and The Retreats. The following are our comments on the scope and content of issues that should be addressed in the
EIR.

For both projects:

1. Provide public sewer, water, water storage and storm drainage facilities, together with any associated easements and pay all fees (including lump sum payments at the time of the filing of the final map or maps for certain previously constructed wastewater treatment and collection facilities, water transmission facilities and storm drainage facilities) to the satisfaction of the Rancho Murieta Community Services District.

2. Comply with all Rancho Murieta Community Services District ordinances
concerning sewer, water, drainage, and security as the only utility service provider to the community.

3. Ensure access arrangements and install fire hydrants meeting the required fire flow demands pursuant to the standards of the Sacramento Metropolitan Fire District.

4. No water service is available for these projects at this time. Enter into an agreement with Rancho Murieta Community Services District regarding advance funding for construction of Phase III of the Water Treatment Plant; and for participation in financing plans for water supply storage facilities and a lump sum payment at the time of the filing of the final map or maps, for all costs of previously constructed infrastructure.

5. Pay Rancho Murieta Community Services District community park fees and/or enter in an agreement for financing in lieu of privately maintained park and recreation facilities in accordance with District Ordinance 90-8 as amended, as part of the park requirements evaluation.

6. Evaluate and provide overall on-site storm water runoff and water quality management plan for the North development, including offsite and downstream properties. Evaluate and provide suggested improvements for onsite water quality measures as well as onsite detention measures consistent with the overall plan.

7. Provide and evaluate an overall sewer and water master plan for the remaining north properties to insure adequate conveyance and transmission facilities are in place or planned.

8. As part of mitigation measures, relocate all existing facilities as necessary for project development to the satisfaction of the District, at sole cost to the developer. Grant and abandon easements as necessary. Obtain right of entry and easements for all offsite facilities prior to subdivision improvement approvals.

9. Conduct a traffic engineering study of Highway 16 to evaluate the impacts of this project and the ultimate build out scenario contemplated by the developer and to comply with the report’s recommendations for improving or maintaining the current level of service on the highway.

10. Construct all necessary improvements and/or pay this project’s fair share of said improvements identified in a traffic analysis and engineering report jointly commissioned by the District and the Rancho Murieta Association.

The purpose of the analysis and report is to evaluate this project and the ultimate development scenario on the internal private street system and to identify improvements necessary to maintain the community’s current level of service. These improvements are not limited to traffic calming measures, but shall include additional internal road connections between the proposed projects and the existing road network.

11. Evaluate the impact of these projects’ and future developments’ cumulative impact, including those of a school located inside the residential community, on the current level of service and security provided by the existing north gate.

12. Evaluate the impact of these projects’ and future developments’ cumulative impact, including those of a school, on the current level of service on Stonehouse Road, from a capacity and safety standpoint.


For the Retreats:

1. Evaluate the need to provide more guest parking to insure adequate travel lane width is available for emergency and maintenance vehicles.

2. Evaluate the need for emergency access for Retreats North, via a westerly emergency only connection to Murieta Parkway.

3. Evaluate the need to provide a 5-foot wrought iron fence along the golf course, for all lots abutting the golf course to provide continuity with the existing development. No access gates are allowed on to the golf course property.

4. Evaluate the adequacy for Retreats North, to provide positive means, methods, and facilities to collect storm and irrigation runoff from the golf course at the westerly side of the project.

5. Evaluate measures to comply with the recent Waste Discharge Requirements for use of reclaimed water for golf course irrigation as it related to lots adjacent to the golf course. Evaluate measures for each lot to protect from aerosols and mists from golf course irrigation.

6. Evaluate the impacts of the primary runway approach and takeoff of the
existing airport’s extension of the runway centerline over the Retreats East.

For the Residences:

1. Evaluate the impacts of construction of a passive entry gate off of Stonehouse Road at Escuela Drive. Location of the gate shall accommodate access to the proposed school, as well as, the existing Stonehouse Park.
