Developers balk at repaying CSD legal costs in advance of agreement

Development representatives came to the Rancho Murieta Community Services District this week to talk about the latest obstacle to an agreement for water and sewer services for new development. The developers asked to resume negotiations for the Financial Services Agreement in September and the CSD board responded with a request for reimbursement of $100,000 the CSD has already spent for attorney's fees and deposit of another $100,000 to cover any additional legal costs. The Community Services District board of directors voted to grant indemnity from civil lawsuits to patrol officers making a citizen’s arrest, but decided to monitor security operations over the next six months before considering changes in the department’s powers. Other board decisions at Wednesday’s meeting included requiring developers to pay CSD’s legal expenses for negotiating an agreement to provide water and sewer services for new development before resuming negotiations. Public comment invited on planned shopping-housing area near Plaza

The draft environmental impact report for Murieta Gardens I and II, a proposal for a shopping center and housing, is available for public comment through Sept. 24. The document will be used by county planning bodies and the Board of Supervisors to evaluate the project. No hearing has been scheduled.

Murieta Gardens I and II proposes commercial uses and 208 single-family homes on 53 acres located next to Rancho Murieta Airport and across from the Plaza and Murieta Village.
